Features & Contributions

Micro, Small Enterprises have certain unique features as compared to their Large and Medium counter parts as follows:

a) Less capital requirements

b) Labour intensive character generating more employment opportunities at relatively lower capital investment.

c) Ensuring regional uniformity and balance in industrial development.

d) Offering diversified product range for meeting the demands of different categories of consumers and producers.

e) Dispersal in rural/backward areas.

f) Operational flexibility and quick adaptability.

g) Adding to the existing export potential of the economy.

h) Wide spread diffusion of entrepreneurship.

i) Utilization of locally available human and material resources and expertise/experience.

j) Linkage between Large & Medium Scale Enterprises.

Micro & Small Enterprises (MSE's) sector accounts for about 40% of the total industrial out put and contribute nearly 35% of the total direct exports. Over 7,500 products are manufactured in the small scale sector out of which 326  items are reserved for exclusive manufacture in the small scale sector as on  June 2006.  409 items are reserved for exclusive purchase from  Small Scale Sector units under the Govt.  purchase programme. The sector covers 123.42 lakh ssi units both registered and un registered providing employment to 249.91 lakh people.

DEFINITIONS

MSMED Act 2006 (27 of 2006) has  been in force from  2nd October , 2006 .  The act defines enterprise instead of industries and classified enterprise as manufacturing/ production of goods and enterprises engaged in providing or rendering service.  

Manufacturing enterprises _ Defined in terms of investment in Plant and Machinery 

Micro Enterprises – Investment up to 25 lakhs 

Small enterprises  - Investment above 25 Lakhs  and up to 5 crore 

Medium enterprises – Investment above 5 crore and up to 10 crore. 

Service Enterprises _ Defined in terms of investment in equipment 

Micro Enterprises   -  Investment up to 10 lakh  

Small enterprises    - Investment above 10 lakh and up to  2 crore 

Medium enterprises – Investment above 2 crore and up to 5 crore.

MSMED ACT – 2006 

Salient Features of the Act 

·        Defines   Enterprise  instead of industry. 

·        Recognition  to the Service Sector 

·        Micro Enterprise  instead of tiny industries. 

·        Investment limit of manufacturing small enterprises raised to Rs. 5 crore 

·        Defines Medium Enterprises 

·        Provide statutory basis to purchase preference policy for goods and service by micro and small enterprise. 

·        Provide statutory basis to the national boards for Micro, Small and Medium Enterprise. 

·        Two stage registration process of SSI replaced with an optional filing of entrepreneurs memorandum by Micro & Small Enterprises.

Facilities and Services available at MSME-DI, Gangtok.

a) Consultancy services:- On Economic, Technical and Managerial aspect.

b) Technical assistance :- On Project selection, Machinery selection, Raw materials selection, Technology know-how/Selection and Quality assurance/Standardisation.

c) Documents & reports:- Project profile/schemes, detailed project report and its appraisal, training manual,  etc. are prepared/updated.

d) Training courses :- On General/product-cum-process oriented Enterepreneurship Skill Development Programmes (ESDP), Entrepreneurship Development Programmes (EDPs), Management Development Programmes (MDPs)  on Industrial Management , on Production Management, Marketing Management, Financial Management, Personnel Management, Export Management etc., and Motivational Campaigns.

Specialised training courses/programmes  :- Quality awareness programmes on ISO-9000, seminars and workshops on subject/topics as needed for promotion and development of MSMEs in the state and also for creating awareness amongst existing and prospective entrepreneurs.

e) Marketing assistance:- Market survey/study on selected items, capacity assessment studies for selected MSMEs, competency assessment/exercises with provision for marketing support through recommending units for enlistment under single point registration for  Govt. Stores Purchase Programme.

f) Export Promotion:- Through identification of Export worthy items/units, liaison with Export Promotion councils and agencies, training and seminars on Export Marketing.

g) Modernisation Programmes:- Through in plant studies on cluster groups.

h) Economic investigation and information:- Through district Industrial Potential Survey, State Industrial Profile Survey, study of sick units and preparation of Rehabilitation package.

i) Information and reference literature:- Apart from various technical, techno-economic and managerial literature, MSMEs, Gangtok is equipped with volumes of New Project Profiles, published by DC(MSME) and nominally priced for sale to entrepreneurs, Institutions, Organization etc.

Technology Resource Centre:

The TRC is meant to help the units who want to upgrade or modernize their technology. Generators of Technology will also avail this forum for dissemination of information about their activities .  Various agencies engaged in promotional activities for MSME Sector will also find the TRC activity to be useful.

In particular, TRCs will provide information about product groups covering details of technology ,  list of suppliers of machinery and raw materials, quality standards, availability of consultant etc.

The TRC functions in highly computerized environment having facility of networking with of several  organizations and agencies.
