Micro, Small & Medium Enterprises Development Organization (MSME-DO) under Ministry of Micro, Small & Medium Enterprises, Government Of India, functions through a network of 30 Nos. of MSME - Development Institutes (MSME-DI) and 4 Nos. of MSME- Testing Centres, throughout the country. The Additional Secretary and Development Commissioner (MSME), Ministry of Micro, Small & Medium Enterprises heads the Micro, Small & Medium Enterprises-Development Organization (MSME-DO), which is an apex body & nodal agency for formulating, coordinating and monitoring the policies and programmes for the promotion and development of Micro, Small & Medium Enterprises in India. 

It also renders comprehensive services through techno-economic and managerial consultancy; conducting training programmes, providing common facility services, testing and tooling facilities; rendering the marketing assistance etc. for the MSME sector. These services are provided through a network of Institutions and associated agencies created for specific functions.

MSME - Development Institute, Gangtok is one of the 30 such MSME-DIs, located at Tadong , on the 31A National Highway in Gangtok and functioning its office from the year 1976. This office is situated at an approximate height of 4500 feet above the mean sea level. This Institute has a well-equipped technical and managerial library, modern Audio visual aids for training purposes as well as modern state of the art office automation equipment. The Institute has a small Training hall with a capacity to accommodate around 30 persons as well as a mini- conference room attached to this Institute. In this Institute the Small Enterprises Networking Division i.e. SENET Division is quite active as a user nodal Centre and has Internet and E-mail facility which is used to access and disseminate any information from within the country and outside, to any existing and prospective entrepreneur on latest industrial policy matters, District Potential Surveys, Technological  Development including appropriate Technologies including access to marketing within and outside the country as well as Export and Import policies. The networking for micro enterprises through this SENET Division as Buyers Sellers linkages are also being effectively pursued.

The Technology Resource Centre (TRC) cell has started functioning in this Institute from  the 1^st Oct., 2001
