Implementation of Master Plan
The  Department has, as far as feasible endeavoured  to  implement the  Master Plan as prepared by the GILCON and has already  completed few  schemes projected in the report. Due to demographic  changes  and increased  human settlements, addition of new infrastructure  has  been felt  necessary so as to contain the problems created by  rapid  urbanisation.  
To  introduce smooth flow of pedestrians and to avoid congestion at traffic points it  has become necessary to construct flyovers across and along the Highways. Four flyovers have been already constructed at the Capital town Gangtok. Marketing areas need extension, civic amenities like sheds and toilets are to be added.

With a view to improve the aesthetics of the town  to make it compatible with the tourism development, urgency for  beautifi­cation of Gangtok and places around is also being felt. For pedestrian dispersal, additional  link roads, footpaths and pedestrian flyovers are required.

Parking Place
Due to continuation of increase in the number of vehicles it has become necessary to develop parking lots in various locations in the Capital town itself and also in other District headquarter towns.  Under the directions of the Government the Urban Development and Housing Department has already identified 5 (five) locations for Development of Car parks.  It is, however, being observed that piecemeal development of car parks is proving to be no match for the accommodation of the increasing number of vehicles since by the time the development of car park is complete the number of vehicles would have increased manifold and the shortage continues. 
It is, therefore, being felt imperative to develop three or four car parks simultaneously so that the increasing number of vehicles could be accommodated. At present, the Department is constructing Multi-Storeyed Car Parks at Old West Point School and Old Children Park Complex, Gangtok. The first phase of Multi-Storeyed Car Parks at Old West Point School has been already completed and second phase is under progress.

Ropeway
A  study on the problem of the present urban transport  has  been undertaken by the RITES, New Delhi who have recommended for  construc­tion of Ropeways connecting public places to avoid travel by taxis and avoid traffic congestion. The construction of Ropeway is taken-up by Damodar Ropeways & Construction Company, Calcutta. The construction of Ropeway started from February, 2000  and  targeted  completion  date  is    August,2002. The Project is not only eco-friendly mode of transport but also a tourist attraction.
