GUIDELINES BEFORE
ISSUING POOL PARLOUR LICENCE
We are in receipt of a Nos. of applications
for Pool Game Licence from different areas of Gangtok as well
as other bazars. It
appears that Pool is a game of both skill and chance but in
due course of time it may lead to gambling and in order to
avoid such a situation the following guidelines have been
framed for issuance of pool game licence areawise as follows:

1. The Pool Game Parlour should not
be within 100 meters radius from any educational institution,
hospital, or health centre, cremation ground, office building,
or any other institution which the Government may consider as
such in public interest.
2.
There should not be any liquor shop or Bar shop in the
same building.
3. There should be no pool game
where licences have been issued for hotel/restaurant/fast food
corner.
4. That the licensee shall provide
fire fighting appliances consisting of one no. of Dry Chemical
Powder of 05 kgs. capacity and one large size bucket full of
sand and water each, exhaust fans and sanitary requirements.
TERMS
AND CONDITIONS OF LICENCE
Licence for running a pool
game parlour is issued on strict adherence to the following
terms and conditions: -
1.
That the
licencee shall maintain peace in the locality.
2.
That the
licencee shall not be permitted to set up any business in the
premises other than a pool game.
3.
That the
licensee shall allow any Authorised Officer to inspect the
pool parlour.
4.
That no
students shall be permitted to enter pool game parlour in
uniform.
5.
That the
pool game parlour shall be opened from 10.00 A.M. To 8.00 P.M.
6.
That the
licencee should be held responsible for the use of drugs,
alcohol etc. in the premises and the licence shall be liable
to be cancelled duly paying a fine of Rs.10,000/-.
7.
Licencee
shall be liable to pay the licence fee and the monthly
entertainment tax as prescribed under the Rules.
8.
In case of
public complaint the Department reserves the right to cancel
the licence without assigning any reason.
